Three Stages for Achieving PNT Resilience in Critical National Infrastructure

The Royal Institute of Navigation promotes three stages of PNT resilience against disruptions. All organisations are strongly recommended to follow our guidelines in order to adequately prepare for PNT disruptions, act effectively and promptly when disruptions occur, and recover swiftly and with a goal of further improving their preparedness for future disruptions. In this manner a continuous cycle of improvement is adopted. This section provides richer information on the recommended best practices for carrying out these three core principles of resilient PNT.

Prepare for PNT Disruptions

  • Include PNT resilience in existing governance, cyber-risk, and business continuity frameworks.
  • Test system responses to understand effects of PNT disruptions on system behaviour.
  • Build a mitigation strategy to improve resilience and preserve safety, security and economic performance.

Act When PNT Disruptions Occur

  • Detect disruption events as soon as possible after they occur.
  • Take planned steps to preserve essential levels of safety, security, and economic wellbeing.
  • Monitor, measure, and record the impact of disruptions on system performance.

Recover From PNT Disruptions

  • Return to standard operations when safe and secure to do so.
  • Assess mitigation effectiveness and update response plans and continuity frameworks.
  • Share lessons learned when reporting incidents and their associated impacts.
